Virtual Meeting In Attendance: DeeDee Jarman, Nathan Chernecke, Roshan Shamdansi, Kasi Turner, and Tracey Sherrod. Absent: Janet Lee and Donald Stone
The meeting was called to order at 6:16pm by KG HOA Board Treasurer, Nathan Chernecke. Review and approve minutes from previous meeting held on March 17, 2025 Motion to approve by DeeDee Jarman, Second by Tracey Sherrod. Approved and accepted by all.
Financial Report Nathan will forward financial reports after the meeting. Electronic notification of dues and this year’s assessment is complete. Assessments were prorated. Dues increased to $165 per year. The 2025 assessment is reflective of the latter eight months of the year (May through December) for a total of $110. The 2026 assessment billing cycle will align with the calendar year. Thirty residents have already paid using the electronic link. The link is working well. Three ways to pay: ● Mail a check to the HOA P.O. Box ● Pay via the link provided in the electronic notification (Paypal, credit card etc.) ● Pay via the link on the KG website Nathan will begin mailing invoices to residents who haven’t paid starting early June. Clear Cut landscaping has been fully paid for the work completed on the front entry improvements to date ($10,309.61). Once we collect more dues we can decide when to proceed with the next phase of the project. We currently have $23,000 in outstanding dues (open invoices)
Board Reports
Architectural Review Board (ARB) and Neighborhood Violations: The four offense notification procedure was discussed for neighborhood violations as well as neighbors with ongoing violations. A question was raised by the attorney as to whether the HOA board voted for a recent homeowner with greater than four violations to receive a lien notification. The board was unaware that a vote was necessary as long as the procedure has been followed and documented. Going forward, the board will vote on any homeowner with greater than three violations to receive a lien notification from the attorney. Also, every violation letter will notate dates of all previous violation notifications. Motion by Kasi T. to proceed with a final notification letter outlining that any future violation will result in legal action for the homeowner at 6104 Iverleigh Circle (parking violations). Second by Nathan C. All in favor, none opposed. A second motion was made by Tracey S. to proceed with a final notification letter outlining that any future violation will result in legal action for the homeowner at 6205 Gregg Ct. (trailer parking violations). Second by Roshan S. All in favor, none opposed. The board agrees that once a resident is in compliance with a violation, the four offense notification cycle does not restart. A final notification letter will be sent to any resident who has four total repeat violations. Two ARB approvals were granted as well. One approval for a cement driveway pour on Shawcroft and one for a fence installation on Kirkwall Rd in the month of June.
Security Roshan expressed interest in having a patrol car in place toward the front of the neighborhood on Shawcroft.
Excessive speeding and passing continues to be a concern. DeeDee cites more residents walking and jogging and children on bikes as the warmer weather approaches. The persistent speeding and passing has become a safety issue. A speed monitoring sign has been utilized in the past with little compliance. Roshan suggested the HOA hire an officer to patrol and write tickets during peak periods as a visual representation of the consequences of speeding and passing. Nathan suggested two hours once per month for a trial period. Tracey suggested warnings instead of actual tickets for the first month. A motion was made by Nathan C. to hire an officer to patrol and write warnings and tickets (depending on the severity of the violation) once per month for two hours over a three month trial period. Second by Kasi T. All in favor, none opposed. DeeDee will follow up with Errol and Sgt. Petty for scheduling.

Grounds and Maintenance Tracey Sherrod was welcomed as the newest member of the HOA board for grounds and maintenance. Kasi forwarded all previous emails to Tracey concerning the front entrance improvements, landscape contract information, and RFP documents. A number of residents have made positive comments on the front entry improvements. It was suggested that an additional rip/rap transition be considered during the next phase of the project. A special assessment of $25 per homeowner was discussed to fund the additional improvement. Tracey will speak with the landscaper about the cost for the additional rip/rap installation.
Old Business
Front entrance refresh update Phase two has been tabled at this time. The board will revisit project continuation at the next meeting.
Grounds and Maintenance RFP and scope of work document Kasi forwarded a draft RFP cover page to Tracey. DeeDee is currently working on the scope of work document. The two will connect to complete the RFP packet for distribution. It was noted that the relationship with the current landscaper has been very informal. The HOA has not been clear about expectations. He will be invited to submit a proposal along with other companies once the RFP packet is complete. However, the new RFP will be inclusive of more comprehensive services (irrigation, trash collection etc.) and a more formal approach toward execution of the new contract. DeeDee will add Tracey to the current HOA board member trash rotation. Tracey would like to secure a second roll-out trash can and will provide a cost estimate at the next meeting.
New Business
Monday, May 19, 2025 open resident meeting scheduled at Methodist University (6pm) - Clark Hall Yarborough Auditorium. The university is not charging for the space but suggests a donation to the university. The board agreed on a $125.00 donation. DeeDee will obtain the requisite certificate of liability from Callahan & Rice Insurance group. Resident notification will be sent via email, website banner, social media. Kasi will provide all of the information to Donald for dissemination. Agenda items to be discussed at the open resident meeting include: Three month trial period for officer patrol and ticketing, updates on the second entrance (to include potential representatives from the city of Fayetteville with visuals), RFP for landscaping, assessment and invoicing, and the front entry improvement project. Tracey suggested recording the meeting and posting for residents who cannot attend. Roshan will bring a few cases of water.
