The meeting was called to order at 6:12pm by HOA Board President, Janet Lee.
Review and approve minutes from previous meeting held on January 21, 2025
Motion by Nathan Chernecke, Second by DeeDee Jarman, approved and accepted by all.
Financial Report
Fairly steady checking and savings account balances (total: $27,752.44). Valuation of guard house, park, and land were discussed as well as facilities that should not be considered assets. Nathan will work toward providing a clearer picture of what the HOA is truly managing in terms of assets. P&L statement and aging summary reports were both reviewed. Nathan highlighted two outstanding property transfer HOA fees and current statuses of overdue accounts. Nathan will begin mailing 2025-2026 HOA dues invoices late March, early April. Any outstanding HOA dues from this year will be added to next year’s invoices (for applicable residents only).

Board Reports
Architectural Review Board (ARB) and Neighborhood Violations:
No new ARB requests since last meeting.
DeeDee submitted a Fayetteville Fix-It request for the old real estate office at the front of the subdivision. She has not received a response. DeeDee also noted that the fire department has placed no trespassing signs on the guardrails of the building. The building is dilapidated as a result of age and neglect.
Neighborhood violations include:
Repeat offenders for parking on grass
A boat parked for an extended period of time in a driveway on Shawcroft. The resident will be sent a letter and fined as this is the third notice of violation.
A trailer parked in the driveway for an extended period of time on Burnside. A violation letter will be sent this week.
The city of Fayetteville has allowed Wagging Tails Pet Grooming to adopt Shawcroft to pick up trash. Shawcroft is a residential street so questions were raised as to why the city would allow this. Janet will reach out to the city to find out what’s going on.
An incident on Burnside during the last snowfall yielded police and ambulance presence to address residents riding on ATV’s after 10pm. A young person was hurt and had to be transported to the hospital for a broken limb.
Security
GFCI breaker seems unstable for lights at the front entrance (on the church side). Electrician has been contacted and a new GFCI breaker has been ordered. DeeDee will follow up.
Hospitality
Nothing to report at this time.
Communications
New Groups website feature has been enabled by Donald. This is a giant community board. Donald would like to have members of the HOA join and create a test post. Donald will send an official neighborhood launch via email shortly thereafter.
Nathan raised concerns about people paying dues through the website that are not members of the KG HOA. This has already been done once. Nathan will refund the payment.
DeeDee and Janet recommended listing all addresses within the community in a separate link for residents to verify before paying dues. The map with lot numbers located on the website is not the best visual verification. Residents do not know their lot numbers. Donald will research website capabilities to restrict how to prevent this from happening before the next round of HOA invoices are mailed.
Grounds and Maintenance
Linda forwarded a bid for the front entry beautification project to board members for review. Linda advocated for new flagpoles. The current flagpoles are not stable. Linda and DeeDee continue to handle trash duties.
Linda Poor made a motion to purchase and install two new flagpoles and two new flags in front of the guardhouse not to exceed $2,550.00. The $2,550 includes all associated costs for removal of old equipment and installation of new concrete and ground pavers. Second by DeeDee Jarman. All in favor. None opposed. Janet asked about warranty on equipment and installation. Linda and DeeDee will verify warranty information.
Janet asked about recommendations for Linda’s open board position, effective 3/1/2025. None at this time. Janet recommended a FB post or email to members of the HOA.
Old Business
Janet is still working on the re-writing of the covenants. She hopes to have something back to the attorney by Friday, 2/21/2025.
Janet said no to the KG golf club traffic petition and suggested the golf club petition the city council for a roundabout. DeeDee suggested purchasing a blind spot mirror near the entrance as well.
Janet inquired about the 4D Site Solutions land survey project and confirmed that the city is looking at providing a second entrance and exit for the subdivision. Last traffic count during COVID was approximately 5,000 cars traveling Shawcroft on a daily basis. The number is significantly higher now. Unfortunately, as a result, we may be losing part of the park on Burnside. Several board members have seen surveyors on Burnside. Surveyors will write a report for the Fayetteville City Council. The HOA will monitor the city website for upcoming agenda items and stay in contact with our city council woman.
New Business
Current KG HOA dues are $150 annually. Janet has asked the board if we should entertain an increase. Nathan will review the bylaws and covenants to provide the criteria and parameters for increasing dues at the next meeting.
DeeDee has submitted a Fayetteville Fix-It for the lines on Shawcroft to be repainted. Donald asked about lines being painted on all side streets throughout the subdivision. DeeDee will submit a request for lines to be painted on all the streets in the subdivision.
